Went and googled the millenium question and here is the answer !!!

When did the present millennium begin? Was it the year 2000 or the year 2001?

Some people think the new millennium started on January 1, 2001. Most think it began on January 1, 2000. The majority view is closer to being right.

the first decade of the 20th century indicates a period from January 1, 1901 until December 31, 1910.


The majority liked the idea of celebrating on the start of a year with a nicely rounded off number, not the actual start of the new millenium, the year 2001

That's what I'd classify it as. Generally because it's more relevant to nowadays is why we talk about the 90's as '90, '91 etc that it differs from what a millennium is classified as.

But a decade in general terms does not necessarily mean those sets of years - it can be any ten years: "in the past decade"; "this business has been going for over 3 decades"; "celebrating 2 decades in radio commentary" etc. The term decade referring to the 90s is a general term, rather than a technically correct term.

Agreed for indeterminate epochs of time but if you are strictly talking about the 70s, 80s, 90s etc who won the most flags in a particular definitive decade 01 is your starting date...
