Imo, owning a mobile phone, & leaving it turned off, save for when you wish to make a call is rude.
It's saying "I'll ring you when I like, but you can't ring me"
If people don't want to be called, don't have a phone!
I only turn my phone off when required by law.
I do put it on silent at times where a ringing phone would be considered rude &/or disruptive.
