The council constructed that oval all by themselves and then told that school it's their responsibility, poor form from the council...
Also the grass on the oval is Bent Grass, the only places that bent grass is used in South Australia are Golf Clubs, it is not drought resistant it needs s**t loads of water and the grass should be cut three times a week at about 5-6mm...
So before you blame the school, think about how the council has f****d up something which is so easy...
By the way what was it seeded with?...

actually it is tall fescue but it does need high maintenence we put kikuya in our top dress. The school told us they would water and mow it but they havnt we had to mow it by bloody hand at the start of the season not on
