Where do they send the fine? To the owner, unless they pull them over at the time and hand the fine to the person driving they are just raising revenue.
If it were about correcting people's behaviour they would stop them there and then making sure the person committing the offence is the one who is fined.

Its pretty easy to check if a cars registered. Go to EzyReg and you can check the rego status of any vehicle, regardless of if its your car or someone elses. I know when I drive someone elses car I make sure its registered and their insurance covers me if theres an accident.
