Probably the only sensible reply in this whole thread, unfortunately the Police cannot be on standby in the vicinity 24/7, there are some Private Investigation Agencies that will do the job (albeit at a cost) get the evidence and then produce it to the Police and the person should be arrested, put on bail conditions, and other orders put in place
