No rookie players' contracts are included in the salary cap. Rookie players must be paid a minimum, but don't have a maximum.
when on the rookie list, you can't play senior footy unless you upgraded one of three ways.
1. you replace a guy with a long-term injury. that happens regularly. While you are doing this, none of your money goes into salary cap, but you must return to the rookie list and can't play senior footy when the injured player comes back.
2. if a club has no veteran players (and gold coast obviously won't when they start), you are allowed to upgrade up to two rookies at the start of the season to play senior footy. Half of your money then goes into the salary cap if you do this. Currently, there are six players across a couple of clubs who have rookies upgraded to play senior footy by this rule.
3. every club is allowed to upgrade one rookie after round 11 of each season. Adelaide used this rule to upgrade Brodie Martin this year and currently about 10 guys across the competition are on senior lists with this rule. If you are upgraded under this rule, any money you are being paid beyond the base salary for a round 3 draft pick must go into the salary cap.
You can stay on a rookie list for a maximum of three years.
Once rookie players are on the senior list, all their payments go into the salary cap.

Even if he couldn’t kick a drop punt, Hunt would be a walk-up start in most AFL teams purely on the basis of his tackling ability.
Look at Bradd Dalziell of the Brisbane Lions. His basic football skills (especially kicking) are poor but because he is uber fit and can gut-run for long periods of time he puts himself in a position to gain heaps of possession and consequently he is a very effective player.
It would be a different case with soccer which has a much greater emphasis on skill and ball control.
