If you play for MP and have a 'card' to play you can near on kill a young kid and get 4, kick someone in the head a few times and get two, or swing multiple times (connect or not is irrelevant) and get off all together.

So Tangles this says more about you and the board than it does about the umpire. She did not refuse it she did not think that she could use the witness. Now if the rules were straight up and down and consistant, pap Junior (and therefore Pap) not knowing that they can call an umpire shows how grey this area is.
The fact that the representative of MP made it personal and attacked the umpire in question, The commissioner let that happen to a junior female umpire (that you have used to advertising what a great job you are doing and advertising for more) is a f#*king disgrace. I congratulate Junior in getting back on the bike and going again, after she was fairly shaken up by the experience, and am fairly sure you will use her as a vehicle after the weekend umpiring out at Wangary.
Good luck finding any new umpires until this sh*t is black and white just not..........
