I reakon the point is that the "age of maturity" or "adult age" is 18, therefore it should be "under the age of 18" instead of "18 and under"

Under 18 it is. I was 16 when I was first asked for ID (but not every time until the end of that season that I was asked). And this was before the goatee I had too.
