He's the Doctor Who writer, yeh? I read a short story of his that was in a Best of Science Fiction collection of short stories. I couldn't figure out where the science fiction part of it was though. It was a story about a detective in the early 1900's or so who's investigating a murder.
Not in "Smoke and Mirrors" is it?

I've no idea if he wrote for Dr. Who. I'm only reading this book 'coz a work colleague passed it to me when he finished it. I thought he was more "fantasy" than "sci fi" though; I think he collaborated on a book with Terry Pratchett. Certainly a number of the short stories in "Smoke and Mirrors" have fantastic elements: Trolls, the Devil, magic, werewolves, etc. I've not come across a detective story yet, will let you know if I do.
