The 22-year-old from Ballarat was detained in the regional city on Wednesday morning.
The man is not connected to the Murphy family.
His arrest follows a major missing persons squad probe into the February 4 disappearance of the mother of three.
The man was arrested at his home just after 6am on Wednesday, March 6.
He remains in custody but no charges have yet been laid.
Ms Murphy was last seen leaving her Eureka St home about 7am on Sunday, February 4.
Extensive searches of the Canadian Forest area have not uncovered any trace of the 51-year-old mother.
Detectives are continuing to appeal for anyone who has CCTV or dashcam footage and is yet to speak to police to come forward.

The son of a former AFL footballer has been charged over the murder of missing Ballarat woman Samantha Murphy.
Patrick Orren Stephenson, 22, was arrested at his Ballarat home just after 6am on Wednesday morning.
Mr Stephenson, a former St Patrick’s College Ballarat student is the son of ex-Richmond and Geelong player Orren Stephenson.
He played 15 games across both clubs between 2012 and 2014.
Ms Murphy’s body has not been recovered and the investigation remains ongoing.
The 51-year-old was last seen leaving her Eureka St home about 7am on Sunday, February 4.
Mr Stephenson’s arrest follows a major missing persons squad probe into the disappearance of the mother of three.
Extensive searches of the Canadian Forest area have not uncovered any trace of her.
On Thursday afternoon, Ms Murphy’s husband, Michael, said he was just trying to remain brave for everyone.
“God, the adrenaline with everything that’s been going on, it’s just trying to be brave for everybody,” he said.
“It’s something that we wouldn’t want anyone to experience.”
Mr Murphy said news of a charge being laid was definitely a relief after weeks with no answers.
“It hasn’t been good for a while, nearly five weeks, but we’re doing as good as we can, it’s a brave face.”
He praised the community of Ballarat for their “unbelievable” generosity and support during such a horrible period for his family.
“The community has just been — from the word go — has just been unbelievable,” he said.
“The generosity and the support from the community has been just overwhelming.
“Friends, family, everyone that have that much respect for Sam and us.”

The hubby should be getting a lifetime worth of apologies from the public (myself included...I thought it would have been him).
Then again, we don't know yet the full circumstances

The passing of Stormy Summers, lots of stories of Adelaide died with her today
I use to work across the street from her building, saw some interesting sights.
She was a very nice lady but had a definite mean streak in her.

I’m sure you’d have plenty of stories from dealing with her. I was introduced to her at a public Christmas party one year and spent around 2 hours talking with her.locky801 wrote:Thats sad in a way, had a lot of dealings ( which now can rest with her) with her over the years in my former occupation and agree Brodlach she was a nice lady but one not to get on the wrong side ofBrodlach wrote:The passing of Stormy Summers, lots of stories of Adelaide died with her today

Because I thought the laws should be changed, and the people who make laws were the biggest hypocrites, we had a blast of an evening.
The names, and reasons, she dropped were amazing.

I remember a workmate taking me there when I was about 19-20, he was a bit older and said let’s stop wasting money buying chicks drinks and going home with nothing, it was the first time I’d been to town with him and I didn’t buy any chick a drink……and he paid for “Holly”, that was another story within itself, I somehow jumped the queue which infuriated a few punters.
