They mentioned that teams would simply be listed 1-70 (based on the finishing positions at the end of this year) then split into Divs every 8 teams, with minor tweaks considered if clubs requested.
Div 1 - 1-10
Div 2 - 11-20
etc.
So in short, Div 2 premier would not be promoted to Div 1 next year.
Bottom 4 from div 2 effectively relegated to Div 3.
With teams 65-70 basically forming Div 9 next year.
7th in Div 6 this year would get ranked 57th. They would be the highest ranked Div 8 team next year (teams 57-64) - double relegated despite avoiding it altogether this year in theory haha.
On the surface there isn't a simple way to do it alternatively.
The draw back is that they have destroyed this years finals series in the interests of being able to do promotion and relegation, only to then recommend two weeks later to not promote and relegate.
I think what they should do is rank the teams as they would be after promotion and relegation, then split into groups of 8, eg:
D1 - 1st - 1
D1 - 2nd - 2
...
D1 - 8th - 8
D2 - 1st - 9
D2 - 2nd - 10
D1 - 9th - 11
D1 - 10th - 12
D2 - 3rd - 13
...
Granted between Div 1 and 2 the promoted and relegated teams all still end up in the new Div 2, however as you move down the splits, there will be grades where it does change who is the higher team and who is the lower, especially around div 5.
