So anyway, today I went to the West Lakes shops, walked around for quite a while, went in many shops and encountered hundreds of people. No check in required.
Then went to the Brickworks, went to Big W then Woolies, encountered quite a few more dozen people. No check in required.
Then went to the vets to get some dog food where there were 2 people and had to check in.

Just saying it's not mandatory and most of the non mandatory check ins require putting in info each check in unlike the mandatory check ins where its just a matter of clicking on one button.
