Either we start with unlimited crowds and bars open or they mandate that no players are to receive any payments this year. I cant see any other way for clubs to survive.

That's when the AFL are making their announcement isn't it? You'd think no competition beneath that would make any announcements before the AFL, so I think you may be correct.
Monday, May 11 still gives like 5 weeks until June 13 - ample time to resume training and be ready for "Round 1".

Yep.
They won't have community football starting up before AFL.
It's a difficult one, how long do they expect the public to live in fear of it, how will we ever know that it is under control or zero'd out? What happens if there's a massive spike a few weeks after lifting restrictions?
I'm hating every aspect of this but I'd like to know that the Government have 100% assurance in what we're doing is right, apart from being a little slow to begin with I think the federal government have done pretty well since, we've hardly heard from Steve Marshall so I'll take that as a win so far.
