In the metro area's all grades from Under 6's up have a MDO, they go out and see the umpires each quarter and the umpires will liaise with them if there's anything unruly going on off the field, the MDO goes and addresses their own supporters if need be.
I don't think the league need to employ such people for minor round games, it would come as an extra cost to the clubs, in the finals there are many randoms there so it is understandable to fork out the cost for security, the alcohol inspections alone would make the costs sustainable as your average Joe on the gate would get told where to go if he wanted to inspect everybody's car upon entry.
