Getting the no 1 draft pick is enough - no need to reward repeated mediocrity further
I don't think players tank on the day but possibly clubs deliberately don't name their best team / rest important players for next season. ie, the Administration's care factor about losing this year is lower and their minds are on next season - that's about as close to tanking as it gets.
The 22 guys that run out on the field would always give their 100% to win I reckon
