I think as a society we struggle to face up to the fact that, as someone (Q.?) said earlier, humans want to, in some way, shape or form, use substances to alter their perception of reality and their manner of participation within social groups, from sugar to nicotine to alcohol through to your illegal 'controlled substances'.

Because, in a roundabout way, they're right. Sniffer dogs only have about 40% success rate and their presence encourages people to swallow their entire personal stash to avoid getting caught.

Love your passion. I agree, I feel for the families. That's why I'd rather another advisory point where these kids can make an informed decision on what risk they're taking. Once that option is explored, then I feel like you can say "hey, at least we tried something".
It is a needless loss of a young life, that's the tragedy in it. Perhaps one more step towards intervening could have saved it. Dunno. Difficult issue.

If illicit drugs were consumed as regularly as alcohol or tobacco, you would expect that percentage to increase substantially though.

If you're anti-drugs, then it must follow that alcohol should be a controlled substance as well.
People break the law for a myriad of reasons - the inability to enforce it, a belief that its doesn't apply to them/don't care, or (in the case of regulatory offenses like speeding) that they're in control no matter what. Plus youths will push the boundaries because that's what they do - expecting zero tolerance is a bridge too far IMHO. I think possessing party drugs aren't seen in the same light as crimes like murder and theft, so I'm not sure they're comparable.
If people can become aware of the potential contaminants then that's the best we can hope for.
Perhaps we should follow places like Portugal's lead and move towards legalising other substances?

Food for thought there, but it should be stated that alcohol is a controlled substance.
And we are miles away from a 'zero tolerance' approach in Australia to drugs, that's just a slogan trotted out by politicians from time to time. Just look at how the Judicial system treats many offenders brought before them, suspended sentences are the norm for many categories. Marijuana is almost de-facto legal, despite it's known dangers.
The United Nations has Australia top of the pile in recreational drug use, with about three people dying each day from an overdose. It's a national shame, and unbelievable how a developed, supposedly highly functioning country like Australia is so immersed in drug taking in various forms.
Blame what you want- the massive profits involved in drug dealing, family breakdown, economic pressures, lack of values taught in the home and at school, but It points to a deep sickness in our culture, and until attitudes change and enough people wake up, it won't get any better.
