Is the cat flap fitted in accordance with AS 3951.26?

Well I did sight said cat flap it appears to be sitting flush with the door. Unsure if it opens and closes as it was locked and I wasn't game enough to unlock as I believe the end user of this product was on the other side....

Quick google search suggests yes. Should I toy with him?

Absolute yes and yes!
Exactly the same as one my boss received when selling his classic Fiat 500 "Bambino" about 3 months ago. Now this car was in all reality pretty rare, so to just buy it sight unseen at $15,000 was a little strange.
Play with* this clown.

Yes, scam. He will "pay" you extra in your PayPal account to cover the courier cost. Then you pay for courier as well as losing your car.
Definitely toy with him if you can!
If you don't like it, change it. If you don't want to change it, it can't be that bad!
