That is to prevent the document being copied and the blank page being possibly filled with misleading information. Think how many times people have received dodgy emails/letters etc where a false letter/email is using a well known company logo/ letterhead. With copying (both paper copying and on-line downloading) being so good nowadays, it is a preventative measure. "This page intentionally left blank" is quite common nowadays, surprised you haven't come across it before. They're not being stupid, just trying to prevent illegal scamming by criminals etc using legit company material for illegal purposes.
