Okay lets start from the beginning.
FACTS
1. Kilburn have lost a lot of players over the off season. 19 ins and 36 outs as per league website.
2. They have been confident all pre-season that they would get 2 teams on the park.
3. Struggled to get players to training (They are no orphan in this boat)
4. Cancelled at least 2 of their trial matches due to lack of numbers against Woodville South and Broadview
5. Senior Coach Greg Phillips resigned as well as their B Grade Coach
6. Nathan Tape appointed new coach
7. Played 1 trial against Old Ignatians
8. Informed the league that they would be forfeiting their B Grade for the 1st two weeks of the season.
These facts are not indispute.
Polls and replies show that the league should force them to go to D7 or below to the C Grade Comp.
At no point in the League's Constitution or the League's Rules & Regulations can they force a club to go into a lower grade if the club does not agree with them.
To force them into a lower grade by the clubs wishes on the polls opens up a whole new box on pandora's problems.
You cannot say just because they are a 1 team club that they now should be put into C1 - C4. The problem with this is while stating the obvious that it is a C Grade comp, at least 60%+ of the games played are triple headers this would cause massive headaches to those club involved and also remember a with Adelaide Uni, PAOC, Adelaide Lutheran CBC & Pulteney being in the City of Adelaide the parking restrictions make it impossible to play late and stand alone games due to AFL games at Adelaide Oval and I would be quite sure that Kilburn would not want to play at 10.15 Saturday Morning. It would also be unfair on those C Grade sides to have an A Grade team placed in this Comp which basically is for fun.
Placing them now into D7 is a possibility but once again it is Kilburn's decision if they want to go there.
One must also consider Brahma Lodge's plight, they asked the league for help to be placed in a lower grade due to player losses but some pollsters believed that they should have been made to go to D3 and suffer the consequences. One only has to look at last weeks result to see that the league's decision was justified in placing them in D5. If Kilburn are now to move on their own volition to now be placed in D7, Brahma Lodge would have cause to say that they should have been placed even lower.
The solutions are not easy nor straight forward.

I guess have to look at all the stakeholders involved in and around this situation, work out whose got what to gain (and lose), that'll give an indication on how this will unfold.
Kilburn's ego and pride is coming into play here, they don't want to drop out of 3 because they realise it's a very very long way back and increases chances of folding.
SAAFL may not actually mind sitting back and seeing Kilburn fall over because as you pointed out it creates a fresh spot in he higher divs for the introduction of another club outside the league to enter without going into 7 and flogging the opposition.

A good debate FE, but you'd reckon Mitchell Park would be a bit dark if Kilburn can go from 3 to 7 when we couldn't go from 6 to 7. PGs got it right, they tip and their is BIG opening in Div 3 for a new club in 2015.

Correct on Mitchell Park sorry forgot about them & Flinders Uni.
Opening would be in D4 not D3. Unless the side that finished 8th side D3 decided to take relegation as it would be a 9 team comp in D3

If Kilburn forfeit the rest of the season and reapply for admission next year as every club has to do this is the process.
As per the SAAFL Constitution.
7.1 Each Member club seeking renewal of its membership with the league shall make application for renewal of it membership
7.2 Each application made in accordance with paragraph 7.1 above shall be considered by the Executive Committee and accepted or rejected
7.3 All applications for renewal of membership shall be made and determined in accordance with the provisions of the Rules & Regulations of the
League relating to such applications.
7.4 Any Member Club whose application is rejected by the Executive Committee may appeal to the General Committee against such decision.
This section of the Leagues Constitution applies to all clubs with in the League.
As per the SAAFL Constitution.

You wouldn't hear any gripe from anyone involved at Brahma Lodge to say we should have gone lower. Our decision was based on club survival and longevity not instant success or being competitive, although some would like to say that isn't the case.

You can't just add Kilburn to the bye now. What if Kilburn are so bad that the teams given an automatic 60-point win aren't given the opportunity to bolster percentage? What if Kilburn are good enough to beat other clubs, is it fair that some be given an automatic two premiership points?

this is bullshit now the league screwed up i made the call 1-2 weeks out from round 1 the same knuckle heads shot me down in flames i actually did my home work on kilburn football checked the Ins and outs went down watched them train seen the soccer and football teams share the main oval they said they had 37 players registered yet the best at trainning this year is 15 that was the other week......the league failed on this one big time 10-20 minutes thats all it would have taken to look over the so called 37 registered players and see AGE and the STANDARD OF FOOTBALL they have played
the league went to the club and was told they will do what they can blah blah blah div 3 was a high standard regardless of how they sort this out its a cross against Kilburn and the current Board Heads in the Sand does not work ......so if we avoided this before round 1 come round 2 the SAAFL wouldnt have a nice little piece on the back of the sports page about this and how they are gonna step in..................100 PERCENT JOKE

so F.C what your saying is they could not act on it before the season started ??? but all of a sudden they can now..............a nice paying job id assume im more then happy to make the tough decisions before things like this happen and the league is made to look silly 
P.G we took a mate down to kilburn who had never played football we watched him train with there group and we counted 15 players trainning now our mate who is crap at football decided he didnt want to play cause some of the people out there just as bad as him

They can't make Kilburn go anywhere.
SAAFL can do what it likes for best interests of the game kilburn is a club that joined SAAFL not the other way around
