A club is a place. You go "down to the club". You have a drink there. You watch training. You head back there after games to watch awards presentations. It is home. If that home is split in two, the notion of club loses currency.
I believe the NBA has instances of team owners who just closed down in one city and opened in another with the same nickname - that's a franchise.
Re your last paragraph - the AFL actually is the business owner who does sell licences. The SANFL owns two.
