It's not the interchanges that ruin the spectacle, it's what these rotations allow the coaches to do with the players.
Do you notice how many players are within a 20m radius of every stoppage? How many times does it seem every player on the field bar 2 are on one side of the field?
How do you think the players are able to run that far?

That's a good point. I have thought about that too.
If the coaches keep pushing it I'd increase the number of injury interchange players to 2.
We don't want 32 players following the ball up and down the field. It's not basketball.
The coach that tries to get the same rotations out of 21 players may end up with a higher injury list and so will pay the price that way. That could be the natural way of stopping it.

Or are you saying both coaches are going to pre-agree times where the game basically stops so everyone can rest up?
