Nope Richmond does not have a signal Box. It is a inner West Suburb of Melbourne

Nope not a holding cell the bars are to keep the signaller from falling off the walkway outside the box if he had to use a flag.

Not footscray. Footscray's platform is below ground level and the signal box has been closed for ages.
