It was a philosophy the Fuller generally tried to bring to the Eagles. Look at the '06 flag, with Treeby, Passador, Powell, Colville (although injured), Inkster, all from Vic, and only really Passador came over with any fanfare, although he wasn't an AFL discard as such. These players come to make a name for themselves in a higher comp they have been playing, and have been working outside of football too, rather than thinking either they are too good or that the world owes them something. Of course, there will the odd exception either way.
It appears to be a philosophy Fuller is now continuing with South.
