Well the Head Contractors (Built Environs - same mob who built the eastern stands) did have to apply to remove a wall of the original grandstand that wasn't approved to be knocked over due to it poor construction. Perhaps they have had similar unforeseen circumstances elsewhere.

Purely by looking at the stands, it LOOKS behind schedule, can't see it getting done by the Ashes.
