To even up the competitions,when will President Owen and his band of merry men either:
(1) reduce the points (which replaced the salary cap) to a realistic level from the presently absurdly high level
and/or
(2) divide the teams into 3 divisions with an automatic promotion/relegation system?
1) The points system was always going to be given a couple of years to see how it goes before reducing/increasing point allocations to certain clubs. It has only been in one year and I think there may be a couple of changes to it at the end of 2009 but prob nothing major.
2) I believe the constitution says that promotion/relegation needs both the divisions to have an even number of teams before it will be considered, so while it is still 10 and 9, I don't think it can happen.
Also, the problem with it is in the HFL clubs may be very strong in the A grade but may not even have some junior sides. The HFL are trying to keep Div 1 as the "upper" level where the clubs have all teams so there is no mixing of the rounds or byes for the juniors. For example, since Kersbrook won the GF, I assume they would come up but they didn't have senior colts (not sure if they do for 2009) which would create a bye which the HFL don't want to do.
