You can't aMALgamate clubs and or ending of clubs too much tradition + history
I would prefer that a 3 year memorandum be made
In 2011 the top 8 clubs will go into a Division 1 first division in 2012
The other 5 clubs + 3 other new clubs ??? make up a second division in 2012
OR
8 first division
6 second division and form one new club
A relegation system would apply
My blueprint is good in theory
but in practabilty splitting 13 teams into 2 divisions does not work out
BUT
An 8 side first division is a neccessity
