One has to wonder whether he knew what he was doing - has he actually called them out, & put a reputational noose around their neck, by doing it?

"Pardons" have some conditions.

Despite Biden saying the pardons were intended to shield his family from politically motivated attacks and should not be mistaken as an acknowledgment of any wrongdoing, that may not be the case: See: Burdick v. United States, 236 U.S. 79 (1915)
