Owner probably found it cheaper to pay the fine than it was to fix the building. I'm guessing the land itself has probably gone up in value so the owner probably isnt to fussed.
True, the land value would have sharply increased over time, but there’s other costs like land tax.
It’s like the owner is playing chicken with the council, and in the end I’d have to agree with him. The photo doesn’t do justice on how unsalvageable the property is.
It’s turned into a monument of stupidity.
