Its both.....a sane person doesn't go shooting up 14 kids whether you have access to guns or not.
Even background checks wouldn't have helped in this case as I don't believe the shooter had an prior criminal convictions etc and had no documented mental health issues most likely because he wasn't able to afford health services to see anyone.

It would be a good start to maybe not sell assault rifles to 18 year olds in the first place. I reckon that might have helped. Maybe even make them go through a thorough process to get a licence first which includes background checks etc. A bit like we have to do here. Two day course etc. That will weed out a lot of these aresholes.

I remember when my Dad was a Bank Manager in the mid-north and we lived out the back of the branch, I used to go into his office after hours and open the top drawer to look at the gun - then on weekends the staff had some shooting practice in our back yard at tin cans!
