There is no legal standing for an employer to make anyone get vaccinated.
The bit you are referring to is the dissenting decision.
I.e. there were 3 people on the Commission, and a majority (i.e. the other 2) disagreed with the dissenting judge.
The majority found that a vaccination direction was both lawful and reasonable, and the employee’s refusal to be vaccinated rendered her unable to perform her role safely (receptionist at aged care facility).
Of course, an employer can't make a person get vaccinated. But this decision confirms that this employer, at least, can make getting a flu vaccination a condition of employment (and terminate an employee if they refuse).
