I've left Sloane out as he has 3 years to run and isn't going any where. You would think Mackay and Hartigan, both out of contract and over 28 won't get another deal. Knight, Atkins and Galluci look unlikely to get another deal.
Do they cut ties with Gibbs and another, Lynch perhaps?

They gotta play Gibbs IMO, they're paying for him so they may aswell get some use out of him.
They need to designate a few older heads to rotate and mentor the kids coming through, probably only play 1 on each line though at the same time, they need these kids fast tracked with experience and need to identify and be harsh on who doesn't cut it.
They've gotta keep B.Crouch and Himmelberg out of your first line, along with Stengle, I don't know enough about the others but their names haven't exactly been tossed around a lot.
They can't really do anything with your list of over 28's, get rid of McKay and Hartigan as you've stated, Walker won't retire and will be too much dead money to get rid of, the rest are worthy of 1 year deals each new year as they won't attract attention from rival clubs.
