Sure. Less poaching and player movement makes the sport more equal, which creates better competitions, which creates a product more people enjoy which means the sport is healthier overall.
Teams might have great years and win flags by pinching swathes of players, but all that does is make other clubs more desperate to do the same to be competitive... and the cycle continues.
Never said a coach couldn't talk to players they don't know, but perhaps talk to the ones that are at least a warm lead eg have mates, location, community or familial connections.
