thats a great point the standard of div 7 has possibly lifted due to the semi professionalism in "all" teams

Payments are only one aspect though, as you correctly point out. The training, commitment and motivation with D6 A Grade sides is orders of magnitude higher than your average D7 side. Makes a monumental difference.
