As for the comment" complying doing the right thing" that is debatable !!

I'm sure the 4 country reps would have had to have some serious concerns about the introduction of the salary cap given they could possibly loose 10 / 20 % of their teams. Even if teams were struggling the APPS and Salary cap will not introduce any more players to country football. Quite the opposite hence the inevitable closure of many country teams.
