I think you mean "Protect the depth of Div 1 and 2 Amateur League from both lower division C9AFL teams and those nasty country teams"
The SAAFL are implementing internal clauses like this so SAAFL players have more incentive to remain in the SAAFL, seems logical to me. Maybe leagues like the Barossa should follow suit, instead of not allowing any internal transfer and making players leave their league if they want a change of club.
