Having 4 teams go up and 4 teams go down isn't the answer to any underlining issues that you think are present. The clubs in Division 1 are there because they deserve to be there.
Players are always going to go to the country as the country towns have less population and need to entice players out to their clubs, the only way to do this is with funds that are usually supplied by local farmers or business owners who have pride in their home town and want to see their club be successful.
The points system seems to be working and there seems to be minimal complaints about it. Clubs can climb the divisions, they can seek sponsorship to make themselves more attractive to prospective players, Kilburn, Portland and Golden Grove are 3 clubs that spring to mind as being on the right track.
