If you qualify, you're in, if you don't, you'd need a damn good reason as to why you should be given one.

Smith from Hectorville springs to mind, and wright from Pembroke I think. Couple others ill have a look
Smith has currently played 3xA3 and 2xB3.
Assuming he plays B3 in Rd 9 then he will still require a permit to play A3 as he has played 50% or more in a higher grade.
Unless Hectorville make the finals in A3, in which case he'd be free to play based on continuous grades.
Hectorville are currently 5th in A3, with 4th placed SHOC currently playing 2nd placed SPOC, however Heccies look in trouble in their game up against top placed Reynella.
So assuming Heccies miss in A3, Smith will need a permit to play B3 finals.
Given it's line ball at 50:50, he'd be a chance to get one, especially given his performances this season haven't exactly set the world on fire.
I'd say he shouldn't get a permit as he hasn't met the criteria, however I can see him getting one.
Wright from Pembroke does not require a permit. Has played 4xB3 and 2xA1, even if he plays A1 in round 9, he's still got more than 50% in the lower grade so is free to play.
