Is this all being done simply to paper over the cracks ie. South's pathetic record in the last half century..... so as to shut them up by expanding their zone!

It's record is pathetic for a lot longer than half a century. Between 1945 and 1963 in an 8 team comp the highest that South ever finished was 6th. Other than the late 30s, 1964-66 and to a lesser extent under Bunton and John Reid they have been a basket case since the start of the last century.

Not quite. Some clubs quit when it got hard which changed the landscape. Another club relocated 30km's for the good of the comp.
