Forever and a day, its been just another legit ball.
All changed when Graeme Smith was dismissed by Finn i think it might've been in a recent Test in England and the ump called Dead ball. Not sure if it was after Smith claimed he was distracted by the action? It's all been a bit messy since with umpires calling some Dead and not others.
Apparently so far in this T20 W.C. they've been letting the 1st one go and then calling them thereafter which seems ridiculous. :?
Finn just got smashed for 4 by Franklin but it's called Dead ball cos he hit the stumps with his foot so the 4 didn't count which is a joke cos it's no fault of the batsman.
Nasser Hussein thinks the ICC should sort out something cos its becoming ridiculous. haha, wishful thinking that the ICC would actually do something contructive.
Easy solution, just NO BALL the bowler. Problem solved. Simple.

IMO it shouldnt be a no ball with regards to the batting side getting a run but it should be treated the same as a no ball.
So no getting out and you can score but the main difference being you shouldnt get an extra ball

Good point, i'd agree with that.

Four overs to go, pretty slow going for SA. de Villers out at a crucial time, probably should of been there at the end of the innings.
