Must bring in new comp for the best 100 players 6 teams i.e North, South, East, West, North East, Central. Keep all the grade clubs as a second league and have two or three divs rather than 4.
This could be done as early next year. Seems basic, and is probably flawed but just quick thought.

A similar system was tried early this century, didn't last long.
