It doesn't swing as much. But you get a lot more seam movement off a turf deck than you do off a concrete one so to compensate a 4 piece evens the contest out for batsmen v bowler.
So what they are suggesting is not a silly idea at all just means that your ball fees for that game are going to be slightly higher.

Obviously Keswick have given it some thought as their ball fees will near double for the season for their teams using the 4 piece.

Exactly.
I still can't believe in a hard wicket comp, one team is playing on turf every second game.
