Here's how it panned out...
Got the expiation notice on Monday 5 Feb.
Sent a fax in requesting the photo on Tuesday 6 Feb.
When the photo had not turned up in the post of Tuesday 13 Feb, I called up and asked what was happening. Got told "We certainly got your request, you should get your photo in the post soon".
Tuesday 20 Feb, still no photo. Called up again and spoke to some dopey bint who could find no record of my request in the system. Asked if she could call me back after speaking to the supervisor.
She called back an hour or two later, said that the notice had been withdrawn and I could expect a letter in the post advising me of such.
Tuesday 27 Feb and still no letter.
Wednesday 28 Feb (today) I called up and asked where the damn letter was 'coz the fine was due tomorrow. Was told that the notice had definitely been withdrawn and a letter had been posted some days ago.
Get home tonight and found the letter in the post.
I don't know whether to laugh or cry...

Sounds like the French were issuing that fine - the slighest hint of confrontation and they backed down and waved the white flag.
