The eyes might help - IIRC Sheep have horizontally slit pupils like Goats, whereas dogs have a round pupil like us.

I'd say that's definitely a young dog. Nothing sheeplike about it. Suspect the guy is either trying to make a quick buck or evade a charge of neglect looking at the state of the poor thing's coat. Reckon it would be easy enough to take a dog with a longish, soft coat and matt it up to look more like wool.
In this pick it clearly has a dog's tail too...
