There was a time when the sentiments expressed in the words wrongly attributed to M Fillon were used against immigrants from Greece and Italy. They were going to be the ruin of us.

It was then used against the Vietnamese immigrants. They were going to be the ruin of us.

I don't think the context of the message is tarring all at all.
To me it is aimed at selected group who want their own beliefs seen and heard yet deny to accept others and in fact then claim to be discriminated against..
