I vaguely remember something along the lines of, if the club doesn't retain you on their list for a period (maybe 12 months), you can play elsewhere - almost a "free agent". Perhaps no club had him registered and he's over a certain age he can choose where to play.
Someone I know played juniors for Eagles. At age 17 he joined the army for a year. When he returned he could play (and did) for another club.

he was being looked at under the three year non-playing rule but didn't fit the criteria due to his three'four games with the golden grove b grade.
