Yeah, I think it would be very difficult to police, but that doesn't mean the rules shouldn't be put in place so that it forces clubs to at least think about it.
I work in business develoment and I can tell you that as soon as anyone mentions the word "audit" people very quickly tidy up their backyards.
...but, you need the regulations in place to ensure a non-compliant audit actually results in penalty.
I tell you what, I will do it for expenses only.

Matey, I have been at the MPFC for 10 years and served on our committee and not once has anyone been paid for playing football at Mitchell Park. I know of a couple of blokes that got jobs through other guys at the club and I know of a few times that a couple of players were a bit negligent on subs and we turned a blind eye because they were good players, but we never forked out cold hard cash for simply playing. That I am aware of. Unless you are referring to Saturday night awards payments? They consist of free meal vouchers and if you're lucky a free beer. The A-Grade BoG gets $20-$40 I think (been a while since I got one). We would be happy to turn over such payments to the SAAFL.
Maybe back in the old SFL days but who knows what went on back then. It was the 80's after all.
