Most people don't realise that ISP have "profiles" which can be changed to give you increase speeds. Bigpond doesn't support this.

Yes, the quality of copper is important, but so is what equipment is in the DSLAM, Exchange or anything else along the way, how many other users are on the same run, etc, etc.

can request, either explicitly or implicitly, to have an alternate path (copper) for some part of the run back to the exchange changed if you're lucky enough, so it definitely is possible. This can make a dramatic effect on speed or access to a broadband service.
This is all beyond the scope of this thread though!
