Would it help if we can work out what the statue is?

If it's a fountain that's meant to show three females rising up from rocks and seaweed (I'm using an old crt monitor so that's what it looks like to me) then I'd guess they are Nereids...sea nymphs...so could be a city on the Med coast.

The city is situated just in from the coastline - so not a typical coastal city. But yes, it is the Mediterranean coast.
