This is going to be a very stupid question no doubt, but how can a dam be at 160%? surely if it has the capacity of 160% that should be the 100% figure.

This is just a guess but I reckon the "supply capacity" relates to what can be extracted from the dam using the various pumps and pipes installed. The actual capacity could also include the water below the pumps that cannot be extracted. The pumps may not be located right at the bottom due to the "terrain" of the dam floor, and also because the water at the bottom may be siltier or anaerobic and thus not fit for use.

It will eventually flow into the Murray-Darling basin, but hopefully it won't coincide with heavy rainfall in regional SA.
