Doolan would have been close but being in India and Smiths experience and versatility probably got him over the line.
Throw in the fact Doolan is having his first decent season where Smith has been consistent for a few seasons now would have helped.

Just on Ferg, he probably didn't deserve his ODI call up at the time but he stepped up to the plate. Smith does not step up, because he doesn't have something you seem to think Test cricketers don't need.....Technique.....He gets found out.
